The Cabinet Subcommittee on Investments (CSCI) visited Belize Natural Energy (BNE) along with the Belize Trade and Investment Development Service (BELTRAIDE) and the Belize Bureau of Standards (BBS) in exploring energy investment opportunities on May 6th, 2016. In attendance included the Chair of the Subcommittee, Hon. Tracy Taegar Panton, Minister of State in the Ministry of Economic Development, Petroleum, Investment, Trade and Commerce along with Hon. Manuel Heredia, Minister of Tourism and Civil Aviation and Hon. Vanessa Retreage, Attorney General at the Attorney General’s Ministry. The BNE team provided the delegation with a very insightful tour of the facilities including the components on oil and gas.
The Cabinet Subcommittee on Investments (CSCI) is a ministerial committee that was established in early 2013 to review large scale investment projects and conduct assessments ensuring meaningful investments while maximizing benefits to the people and Government of Belize. Government officials from Belize and private sector representatives will meet in February to discuss a new Commonwealth strategy to improve the country’s business services sector.
The meeting, which will take place on 17 February in Belize City, will be an opportunity to examine the benefits of increasing the country’s business services and identify priorities for policy and institutional reform. The strategy was developed by the Commonwealth Secretariat in collaboration with the Belize Trade and Investment Development Service (Beltraide).
Businesses services cover a wide range of activities including accounting, data processing, IT-related services and telecommunications. Governments and businesses around the world outsource a proportion of these services to make efficiency gains or as part of a wider corporate strategy.
The global business services outsourcing industry is expanding in the Latin America and Caribbean region and accounts for 9% of all foreign investment in business outsourcing. More companies in large markets, such as the United States, are opting to outsource non-core business activities to countries close by that can offer services at a lower cost, creating opportunity for Belize and other countries in the region.

TheBelize Trade and Investment Development Service (BELTRAIDE), in partnership with the University of Belize, The Institute for Technical and Vocational Education and Training (ITVET), the Development Finance Corporation (DFC), The Belize City Council, with the kind assistance from The University of Texas at San Antonio (UTSA), and the Organization of American States (OAS), is pleased to announce the launch of Belize’s first Small Business Development Centre. The launch will be held on Wednesday, October 31, 2012 at the Radisson Fort George Hotel, Cahal Pech Room, at 2:00p.m. Present at the Launch will be various local officials and stakeholders and representatives from UTSA and OAS, who are integral partners in this initiative.
BELTRAIDE engaged in extensive research to effectively evaluate the success of the SBDC model in United States of America, Mexico and Central America, and restructured the model to make it applicable to Belize. Over the past months, multiple trainings were conducted with several stakeholders. This initiative strengthened the readiness of Belize in establishing the center. SBDC Belize will offer the necessary business support to MSMEs, facilitating their competitiveness, export readiness; henceforth, assisting them to develop their competences. The Boards of Belize Sugar Industries Limited and American Sugar Refining Limited are pleased to announce the successful completion of the investment transaction through which ASR has secured a majority equity shareholding of 78.6% in the BSI Group for a total consideration of US$64.8 million. The existing shareholders in BSI including BSI Employee Holdings Limited hold the remaining 21.4% of the shares.
Through this investment, the debts owed by BSI to ING and to the Belcogen consortium of lenders were completely paid off. The Government of Belize was also repaid its BZ$10 millionvdollar loan to BSI.
The ASR and its affiliates form one of the world’s largest integrated sugar businesses with fivesugar mills in the United States, Dominican Republic and Mexico, and ASR is the largest sugarrefiner in the world with processing capacity of approximately 6 million tonnes. The investment by ASR secures into the foreseeable future significant international sugar markets for BSI and foreign currency income for Belize.
ASR is fully cognisant of the economic importance of the sugar industry to Belize and is committed to the development and productivity improvement of the cane and sugar sector. ASR and BSI look forward to developing and nurturing the working relationship with sugar industry stakeholders in Belize to achieve sector productivity improvements. ASR’s investment will maximize the potential of the Belize sugar industry by promoting expansion and improving returns which will ultimately benefit all stakeholders including in particular cane farmers and assure long term job security for BSI employees.
