To excel in this role, the ideal candidate should have experience as a Human Resources Manager or other senior roles in a human resource team.  The Human Resources Manager’s duty station will be the Headquarters in Belmopan and reports directly to the Executive Director of BELTRAIDE.

Primary Roles and Responsibilities

  1. Develop, implement and oversee strategies to build and strengthen human resources systems in the area of workforce planning, recruitment, succession planning, training and development, compensation plans, staff morale and public relations;
  2. Maintain personnel records, employee benefits, and any other approved compensation packages;
  3. Develop and ensure adherence to personnel policies and procedures;
  4. Ensure capacity building and professional development of staff by identifying areas where training is needed and working to secure those training opportunities;
  5. Oversee the development of an organizational climate in which individual development is promoted within an organizational structure that facilitates the achievement of organization goals;
  6. Develop and implement HRstrategies and initiatives aligned with the overall business strategy
  7. Provide leadership and required developmental training to staff of the department;
  8. Monitor and evaluate the overall performance of staff along with executive management;
  9. Bridging management and employee relations by addressing demands, grievances or other issues
  10. Maintain the work structure by updating job requirements and job descriptions for all positions;
  11. Maintain organization staff by establishing a recruiting, testing, and interviewing program for selection process including the conduction of exit interviews and recommending changes;
  12. Maintain an onboarding system to prepare new employees by establishing and conducting orientation and training programs;
  13. Ensure planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors;
  14. Maintain historical human resources records by designing a filing and retrieval system, keeping past current records;
  15. Maintain management guidelines by preparing, updating, and recommending human resource policies and procedures;
  16. Manage the recruitment and selection process;
  17. Ensure that organizational personnel manual and other relevant organizational manuals are up-to-date and are being adhered to;
  18. Supervise all relevant HR personnel.

Education & Experience

  • Minimum of a bachelor’s degree in human resources management or business administration with five (5) years experience in a similar position
  • Previous experience with personnel management and knowledge management
  • Previous experience with implementation of best practices in human resource development
  • Excellent verbal and written communication in English; proficiency in Spanish is an asset
